Five Key Amendments Proposed to Bylaw No. 1/2024

Jakarta Vice Governor Rano Karno delivered the governor's response to the Jakarta City Council's (DPRD) general views on the proposed amendments to Bylaw No. 1/2024 on Regional Tax and Levy during a plenary session on Tuesday (14/7).

During the session, Rano outlined five key proposed amendments to the bylaw.

Council Fractions Deliver General View on the Draft Regional Regulation on the 2025 Regional Budget Amendments

The first clarifies the definition of public transportation vehicles for the purpose of collecting the Motor Vehicle Fuel Tax (PBBKB) and implementing the 50 percent tax rate.

The second revises provisions on the minimum electricity generation capacity eligible for exemption from the Specific Goods and Services Tax (PBJT) on self-generated electricity, in accordance with Government Regulation No. 25/2021 on the Implementation of the Energy and Mineral Resources Sector.

The third expands the exemption for advertising tax objects.

The fourth expands waste collection service levy exemptions for public educational institutions.

The fifth revises the list of other levy objects, their detailed classifications, and applicable tariff rates to reflect current developments and administrative needs.

"We will conduct a thorough review and follow up on the views and recommendations submitted by the council factions," Rano asserted.

Among the issues raised by the council factions were the proposed increase in the tax exemption threshold for food and beverage MSMEs, waste collection service levies for public schools, and the implementation of electronic road pricing (ERP).

"The executive hopes the proposed bylaw can be approved and enacted according to the schedule set by the Deliberation Body," he said.
